Bakemonogatari's 2nd Unaired Episode Streams in Japan

Region-restricted streaming delayed from January, and again from last week
The official website of the stream, the second episode's stream is restricted to viewers with Japanese Internet Protocol (IP) addresses.
The online premiere was originally pushed back to the middle of February. It was pushed back further to Tuesday, following last-minute work on editing and encoding of the episode.
